The SCO was unable to locate the iPhone previously assigned to Page, which had been returned to DOJ's Justice Management

Division (JMD). Subsequently, in early September 2018, JMD informed the OIG that it had located the iPhone that had been

assigned to Page. The OIG took custody of the device. Page's iPhone had been reset to factory settings on July 31, 2017,

but had not been reissued to a new user. (The Office of the Deputy Attorney General told the OJG that the Department

routinely resets mobile devices to factory settings when the device is returned from a user to enable that device to be

issued to another user in the future.) The OJG forensic review of the phone determined that it did not contain any data

related to Page's use of the device. SCO's Records Oficer stated that she did not receive the phone following Page's

departure from the $CO and therefore she did not review Page's iPhone for records that would possibly need to be retained

prior to the phone having been reset. As noted on page 395 of the OIG's June 2018 report entitled, "A Review of Various

Actions by the Fedel'a! Bureau of Investigation and Department of Justice in Advance of the 2016 Election,"

seeks to retain text messages, and the service provider only retains such messages for 5 to 7 days.

During calendar year 2017, the FBI phased out use of the Samsung Gala.xy S5 devices by its employees and replaced them

with Samsung Oala'Cy S7 devices because of software and other issues that prevented the data collection tool from

reliably capturing text messages sent and received via FBI issued Samsung Galaxy SS mobile devices. According to FBl's

Information and Technology Branch, as of November 15, 2018, the data collection tool utilized by FBI was still not

reliably collecting text messages from approximately IO percent of FBI issued mobile devices, which included Samsung

S7s and subsequently issued S9s. By comparison, the estimated failure rate of the collection tool was 20 percent for the

Samsung S5s.

The OIG reviewed DOJ memoranda and FBI policy relating to retention of substantive electronic communications.

These policies require individual employees to take steps to ensure preservation of such electronic communications

relating to a criminal or civil investigation. The FBI policy informs its employees to contact the FBl's Enterprise

Security Operations Center (ESOC) if they need to access electronic communications that the individual has not preserved,

such as text messages and email messages. According to FBI's Office of General Counsel, ESOC has in place a process for

the collection of text messages.

Page 273 Evidence indicates that the president was angered by both the existence of the russia investigation and the

public reporting that he was under investigation, WHICH HE KNEW WERE NOT TRUE based on comey's representations.

The president complained to advisors that if people thought russia helped him win the election, it would detract from

what he had accomplished.

Other evidence indicates that he was concerned about the impact of the russia investigation on his ability to govern.

The president complained that the perception that he was under investigation was hurting his ability to conduct foreign

policy particularly with russia.

Page 369 In this investigation, the evidence does not establish that the president was involved in an underlying crime

related to russian election interference.

While it may be more difficult to establish that public-facing acts were motivated by "corrupt intent", The

presidents power to influence actions, persons and events is enhanced by his unique ability to attract attention

through use of mass communications. In other words he tweets a lot but mueller could not prove "CORRUPT INTENT"!!!

Everything in the mueller report is guess work and conjecture. The evidence provided does not meet the standard to

indict on either conspiracy or obstruction charges. mueller was unable to prove 'beyond a reasonable doubt' that

there was an obstructive act. William Barr concluded using the evidence provided in the report and without using

the doj policy that 'a sitting president cannot be indicted', that as stated in the report there was no provable

conspiracy, there was no underlying crime to obstruct, and that corrupt intend could not be established.

CASE CLOSED.

IS THIS WHAT THEY DO TO ONE OF THEIR OWN?

The OIG asked the FBI Inspection Division to locate the FBI issued Samsung Galaxy S5 devices formerly assigned to the

subject employees and to obtain from the same individuals their assigned FBI issued Samsung Galaxy S7 devices.

The FBI provided these four devices to the OIG in late January 2018. CYBER utilized digital forensic tools to obtain data

extractions from the four FBI issued mobile devices. To ensure the thoroughness of text message recovery efforts,

OIG also consulted with the Department of Defense, conducted additional quality assurance steps and hired a Subject Matter

Expert. The result of these steps was the recovery of thousands of text messages within the period of the missing text

messages, December 15, 2016 through May 17, 2017, as well as hundreds of other text messages outside the gap line period

that had not been produced by the FBI due to technical problems with its text message collection tool.

In view of the content of many of the text messages between Strzok and Page, the OIG also asked the Special Counsel' s

Office (SCO) to provide to the OIG the DOJ issued iPhones that had been assigned to Strzok and Page during their

respective assignments to the SCO. Strzok and Page had each returned their DOJ-issued iPhones six months earlier when

their assignments to the SCO had ended. The OIG was told that the DOJ issued iPhone previously assigned to Strzok had

been re-issued to another FBI agent following Strzok's departure from the SCO. The SCO obtained the iPhone from that

individual and provided it to the 010. CYBER obtained a forensic extraction of the iPhone previously assigned to Strzok;

however. this iPhone had been reset to factory settings and was reconfigured for the new user to whom the device was

issued. It did not contain data related to Strzok's use of the device. SCO's Records Officer told the OIG that as part of

the office's records retention procedure, the officer reviewed Strzok's DOJ issued iPhone after he returned it to the SCO

and determined it contained no substantive text messages.

approximately 30,000 emails from that server had infact been permanently destroyed, as reported by the media.

Several individuals associated with the Campaign were contacted in 2016 about various efforts to obtainthe missing Clinton

emails and other stolen material in support of the Trump Campaign. Some of these contacts were met with skepticism, and nothing

came of them; others were pursued to some degree. The investigation did not find evidence that the Trump Campaign recovered any such

Clinton emails, or that these contacts were part of a coordinated effort between Russia and the Trump Campaign.

Page 181 In sum, the investigation established multiple links between Trump campaign officials and individuals tied

to the russian government. Those links included offers of assistance to the campaign. In some instances the

campaign was receptive to the offer, while in other instances the campaign shied away. Ultimately, the investigation did

not establish that the campaign coordinated or conspired with the russian government in it's election-interference

activities.

Page 189 The office did not charge any campaign official or associate with a conspiracy under Section 371's defraud

clause. The clause criminalizes participating in an agreement to obstruct a lawful function of the US government or it's

agencies through deceitful or dishonest means.

Page 272 of the mueller report, Intent as described above, the evidence does not establish that the president asked or

directed intelligence agency leaders to stop or interfere with the fbi's Russian investigation. and the president

affirmatively told comey that if "some satellite" was involved in Russian election interference "IT WOULD BE GOOD TO FIND

THAT OUT".

The Obama administration, just 17 days before the inauguration of President Donald Trump, revised the guidelines of Section 2.3 of Executive Order

12333, "Procedures for the Availability or Dissemination of Raw Signals Intelligence Information by the National Security Agency."

Although widely overlooked, the implications were broad and far-reaching.

Under the new procedure, agencies and individuals could request the National Security Agency (NSA) for access to specific surveillance simply by

claiming the intercepts contain relevant information that's useful to a particular mission.

No privacy protection of the raw data was undertaken. Under the new rules, sharing of information was significantly easier–and the information being

shared was raw and unfiltered.

At the time I wondered about the timing of the order. But what I found particularly curious was that it was enacted so late. Allow me to explain.

On Dec. 15, 2016, James Clapper, the director of national intelligence, signed off on Section 2.3 of Executive Order 12333. The order was finalized

when Attorney General Loretta Lynch signed it on Jan. 3, 2017.

Why the pressing need to rush this order during the final days of his office? An order which allowed for significant expansion in the sharing of

raw intelligence amongst agencies.

Was it to enable dissemination of information gathered by those in the Obama administration amongst intelligence agencies? But if so, why was the

order not put into place earlier?

Why just weeks before President-elect Donald Trump officially took over the Oval Office?

Crucially, privacy protection of the underlying raw data from the NSA was specifically bypassed by the order. As The New York Times noted at the

time, “the new rules significantly relax longstanding limits on what the N.S.A. may do with the information gathered by its most powerful

surveillance operations, which are largely unregulated by American wiretapping laws.”

On July 27, 2017, Rep. Devin Nunes (R-Calif.), then-chairman of the House Intelligence Committee, sent a letter to the Director of National

Intelligence Dan Coats regarding the ongoing leaks of classified information and the need for new unmasking legislation to address the problem.

Mr. Nunes’s letter specifically pointed out officials within the Obama administration, stating that “We have found evidence that current and former

government officials had easy access to U.S. person information and that it is possible that they used this information to achieve partisan

political purposes, including the selective, anonymous leaking of such information.”

Mr. Nunes noted that “one official, whose position had no apparent intelligence-related function, made hundreds of unmasking requests during the

final year of the Obama administration.”

In “CIA Had Foreign Allies Spy on Trump Team, Triggering Russia Collusion Hoax, Sources Say,” journalists Michael Shellenberger, Matt Taibbi, and

Alex Gutentag reported that top-line takeaway, along with several other key details. According to the authors, “multiple credible sources,” said

that “the United States Intelligence Community (IC), including the Central Intelligence Agency (CIA), illegally mobilized foreign intelligence

agencies to target Trump advisors long before the summer of 2016.”

make contact with or manipulate,” and claimed the individuals were “targets of our own IC and law enforcement — targets for collection and

misinformation.”

A source close to the investigation reportedly told the team of journalists that “[t]hey were making contacts and bumping Trump people going back to

March 2016,” and “sending people around the UK, Australia, Italy — the Mossad in Italy. The MI6 was working at an intelligence school they had set up.”

Shellenberger, Taibbi, and Gutentag further reported their sources’ claim that “[u]nknown details about the FBI’s investigation of the Trump campaign

and raw intelligence related to the IC’s surveillance of the Trump campaign are in a 10-inch binder that Trump ordered to be declassified at the very

end of his term.” The three journalists stressed that this new information “is supported by testimony already in the public record.” In fact, much of

the article confirms theories developed from the evidence gleaned over the years.

--- For instance, in “All The Russia Collusion Clues Are Beginning To Point Back To John Brennan,” I highlighted Brennan’s testimony to the House

Intelligence Committee in May 2017 that he had “encountered and am aware of information and intelligence that revealed contacts and interactions

between Russian officials and U.S. persons involved in the Trump campaign that I was concerned about.” Brennan told the committee back then that he

didn’t know whether there was collusion with Russia, but that he passed the information on to the FBI.

The known entities of this apparent conspiracy included Stefan Halper, an American confidential human source (CHS) informant for the FBI who, as I

wrote at The Federalist, “worked at Cambridge University alongside Sir Richard Dearlove, the former director of the British intelligence service MI6,

and Christopher Andrew, the official historian for the British counterintelligence group MI5.”

It has long been known that Halper reached out to several members of the Trump campaign as a CHS for the Crossfire Hurricane team. But Halper’s

efforts to ingratiate himself began before the official launch on July 31, 2016. In mid-July 2016, Halper approached Carter Page at a conference at

Cambridge. American Steven Schrage, who organized that conference, detailed the happenings in the article “The Spies Who Hijacked America.”

These details closely match the information that sources revealed to Shellenberger, Taibbi, and Gutentag. And should the raw intelligence reports

exist, as those sources claim, there will be concrete confirmation that foreign intelligence services targeted the Trump campaign, which in turn will

confirm many of the theories posited about the real start of the Russia-collusion hoax.

It seems unlikely there will be anything in writing to establish John Brennan or another member of the U.S. Intelligence Community solicited

assistance from the other members of Five Eyes. Nonetheless, Americans deserve to know what was in that 10-inch binder and which foreign intelligence

services interfered in our 2016 election by “bumping” members of the Trump campaign to craft the Russia hoax.

The now-known significance of that binder also raises the specter that the search of Mar-a-Lago wasn’t to protect classified materials but to

protect intelligence agencies — American and foreign.
